郭燕教授是加拿大卡尔加里大学教育九州娱乐app 英语语言教育终身教授、博士生导师。 主要研究领域包括高等教育国际化、语言政策、英语语言教育与社会关系、移民儿童双语教育、移民家长、英语第二语言习语、英语写作与身份认同、英语教学方法、 职前教师教育。发表学术论文七十多篇,获得多项研究基金,包括加拿大社会科学和人文科学研究基金、加拿大移民问题研究中心的研究基金、阿尔伯塔省教育厅, 阿尔伯塔省儿童、家庭、社区研究中心的研究基金。代表作有《学校与家庭的关系:国际视角》、《聚焦中国:市场经济下教育的发展变化》和《聚焦中国:全球化及中国教育》三部专著。目前正在编辑《跨国移民及教育》 和《聚焦中国》两套系列丛书。


讲座简介:

Language policy research puts little emphasis on teacher agency in language policy decision-making. This study addresses this gap by exploring how English teachers influenced English as an Additional Language (EAL) language policies and practices in Canada. Data were collected through policy documentation analysis, individual interviews with 24 English teachers, administrators, and two focus groups with teachers, migrant parents and policymakers. Results show teachers raised concerns about the EAL policies. Many teachers undertook collaborative and individualized strategies to impact EAL policies (Liddicoat & Taylor-Leech, 2021). Across several decades, they successfully lobbied the Alberta government to provide funding for Canadian-born and kindergarten EAL students, and to lift the three-year funding cap. This study suggests rather than viewing teachers as passive recipients of policy (Throop, 2007), it is important to recognize teachers as policymakers and engage them as collaborators in decision-making to transform the educational systems.
